If, we seen Pakistan history since Ayub Khan's regime we can see an essentially mood of government depending upon a number of committees and commissions to help in policy formulation. During its entire tenure set up as many as different commissions to deliberate on policy matters within a wide variety of domain. The Ayub Khan’s regime has patronized and promoted corruption. Ayub Khan took over the government in a coup and cancelled the elections that were a threat for military’s blind power. He made every effort to thwart people’s self-rule in the country with the help of America. Ayub Khan used every dictatorial method to shut voices against his brutal attacks on democratic process. During this period sister founder of Pakistan Mohterma Fatima Jinnah raised her voice against military dictatorship but Ayub Khan and his companions played their dirty games to defame respected Fatima Jinnah. After this Yahya Khan violating the constitution instead of holding general elections. Pakistan faced the greatest loss in its history because of his incompetence. That is the army way to handle political problems. It is the policy of every dictator in the world practices the same policy. The populist rule of Zulfiqar Ali Bhutto did not depart from the tradition of central control. This time charisma was used to legitimize his actions. Dismissal of provincial governments in the Frontier and Baluchistan demonstrated the attempts of the centre to impose its will".

The government of Benazir Bhutto and Nawaz Sharif, who consecutively came to power obviously attempted to ponder all powers in their hands creating a sense of estrangement in the smaller provinces and hopelessness among the people. Certainly there is a single factor which has damage the working of democracy in Pakistan; it was the persistent ambition of the elected rulers to centralize all powers. When we evaluate the past we can see that most of our civilian governments have been dismissed on corruption charges. President Ishaq Khan dissolved national assembly just after twenty months and forced new elections. Elections of 1990 were fully controlled by military Nawaz Sharif soon demanded for restoration for real democracy that could never be tolerated by generals. Again President Ishaq Khan, acting as a front man of the military generals and he removed Nawaz Sharif’s government and dissolved national assembly. When we see the both civilian governments Benazir Bhutto and Nawaz Sharif’s governments. We all familiar with England places of Benazir Bhutto, London West and Swess Bank accounts, and apartments of Nawaz Sharif. Pervez Musharraf, charged Nawaz Sharif with accuations of corruption and bad governance.
In sum Pakistan observed a criminalized rule of self-serving political leaders. Both Benazir Bhutto Pakistan People Party and Nawaz Sharif’s Pakistan Muslim League-N equally were long on rhetoric and petite on substantive consequences. The democracy of the few and for the few has done giant destruction to our national politics. Both the Pakistan People Party (PPP) which heads the coalition government at the centre and its main opposition the Pakistan Muslim League-N, unable to deliver basic services and good governance.
In short transactions in this environment took the form of favors settled by those in power in return for gifts and favoritism. In such a circumstances corruption became the norm. We can see the reaction took place in alongside Ayub Khan, Zulfiqar Ali Bhutto, and against Benazir Bhutto , Nawaz Sharif’s both two times. The resignation of President Farooq Laghari, the removal of Chief Justice Sajjad Ali Shah and the resignation of General Jehangir Karamat have once again produced the political situation ruled by one man unconstrained by laws and rules of good governance. Mian Nawaz Sharif has establishes the supremacy of the President, under the make changes constitution to be too, restrictive. Relations between the former President and the former Prime Minister have at time been sufficiently tense to engender rumors of another dismissal. Both leaders did every thing the biggest negative legacy of these two governments are probably their Afghanistan policy, foreign debt, and corruption charges. Under the Pervez Musharraf rule, the whole country has become a cantonment and we can see the military is domining the life in Pakistan. Pervez Musharraf, followed the footsteps of his predecessor General Zia-ul-Haq, and used every dictatorial method to sabotage democratic process in the country. Pervez Musharraf, crossed the every limit in serving his US matters in order to remain in power. He follows every command from Washington keeping aside national integrity.
