Regional Office Mirpur AJK. Bank of Azad Jammu & Kashmir intend to engage services of engineering consultants/firms/
organizations/JV based on single stage-two envelope bidding procedure on Quality Cost Based Selection Method (QCBS) 90% Technical & 10% Financial under Azad Jammu and Kashmir Public Procurement of Consultancy Services Regulations, 2018 for "Architectural Planning/ Design, Detailed Engineering Design, Demolishing and Construction Supervision for Head Office Building at Muzaffarabad and Regional Office Mirpur AJK". Detail is as under:

Request for Proposal (RFP) is open to all interested well reputed Consultants/firm having valid registration with Pakistan Engineering Council (PEC) or PCATP for year 2023-24 in relevant category/code with relevant experience as mentioned in the request for proposal (RFP). Interested firms can purchase RFP documents from the office of the undersigned on submission of written application with cash payment of Rs. 2000/- (Non-Refundable) on any working day during office hours Upto March 13, 2024 before closing of office hours 05:00pm for the combined works as stated above.
Consultant(s) providing non-substantiated or incurred/false information are liable to face legal consequences ie. disqualification as per AJK PPRA Rules. Interested firm must attach the
following document with their proposals:
i. Company details: name, mailing address, contact numbers, year of establishment etc.
ii. Nature of ownership (Sole proprietorship, partnership or Firm/Company) with copy of memorandum and Article of association.
iii. Name, Address and NIC numbers of Directors or partners of the firm.
iv Details of technical staff including list of engineers with their CV and registration with PEC.
v. Details of similar projects completed within last ten (10) years name of client, project cost, scope of consultancy, date of commencement/completion.
vi. Detail of any arbitration/litigation of similar proceeding against any Government/ autonomous/private body.
vii. An affidavit certifying that the firm has never been blacklisted with Government/ autonomous/private body.
viii. Registration with PEC and or PCATP with renewal for the year 2022/2023. ix. Particulars of Key personnel's and associates having expertise in Architectural, structural
and designing etc. x. Income tax registration and clearance certificates for last three years and NTN number of the Firm.
Details of eligibility and qualification criteria for selection of consultancy services is given in RFP documents. Proposals (Technical & Financial) should be complete in all respect in sealed
envelopes and reach through post/registered courier on or before March 14, 2024 Up-to 11:00 AM. Technical Proposal shall be opened on the same date at 11:30 AM as mentioned above in
the presence of bidders or their representatives who wish to attend in the office of the Establishment Section, Operations Division Bank of Azad Jammu & Kashmir, Head Office Muzaffarabad. Financial proposals shall be kept in the safe custody un opened. The financial
proposal of technically qualified firms will be opened in the presence of the firm/authorized representatives who wish to attend. After completion and approval of technical proposals schedule of opening of financial bid of responsive firms will be formally communicated. The
non-responsive bidders also communicated for collection of un-opened financial proposals. Note: The procuring agency may reject any or all bids/proposals at any time prior to the acceptance of the bids/proposals.
