In a landmark decision that aims to bring transparency and affordability to medical education in Pakistan, the Pakistan Medical and Dental Council (PMDC) has officially issued a notification capping the tuition fees for MBBS and BDS programs. This decision, dated 27th March 2025, comes following the recommendations of the Committee on Medical Education Reforms, constituted by the Prime Minister of Pakistan and chaired by the Deputy Prime Minister.

PMDC Fixes MBBS and BDS Tuition Fees at PKR 1.8 Million

According to the notification, the tuition fee for MBBS and BDS programs, inclusive of all ancillary charges, has been capped at PKR 1.8 million per session for all academic years starting from Session 2025. This move is aimed at making medical education more accessible for aspiring doctors and dentists across Pakistan.

The PMDC, invoking its powers under Section 20(7) and (8) of the PMDC Act, 2022, has also clarified that any institution that has charged fees exceeding this cap will be required to refund the excess amount or adjust it in subsequent sessions.

Annual Increase Linked to Inflation Index

From Session 2026 onward, the tuition fee will see an annual increase based on the Consumer Price Index (CPI), which reflects the inflation rate in Pakistan. This ensures a balanced approach that considers both the financial sustainability of institutions and affordability for students and their families.

This CPI-based increase mechanism is a strategic decision, ensuring that future adjustments in tuition fees are fair and justified, rather than arbitrary.

Institutions May Request Higher Cap—Up to PKR 2.5 Million

PMDC has also acknowledged that certain institutions may have legitimate financial requirements that exceed the capped fee structure. In such cases, institutions may apply for an increased cap of up to PKR 2.5 million. However, this would require the submission of detailed financial justifications, and approval will only be granted after a thorough evaluation by PMDC.

The evaluation criteria for these cases will be outlined in a separate notification, providing a clear framework for institutions to follow.

Strict Compliance Required from All Medical Colleges

In an assertive move, the PMDC has directed all private medical and dental colleges in Pakistan to strictly adhere to the capped or approved fee structure. Institutions failing to comply will be subject to legal and penal actions under Pakistani law.

This directive emphasizes the Council's commitment to enforcing regulation in private medical education, which has historically been criticized for unchecked tuition fee hikes and lack of oversight.

Complaint Redressal for Students and Parents

Recognizing the importance of student and parent empowerment, the PMDC has encouraged aggrieved parties to report any violations of this new fee structure. Complaints can be lodged through the official PMDC complaint portal, offering a transparent mechanism to address overcharging or non-compliance by educational institutions.

This initiative strengthens accountability and gives students and their guardians a formal channel to seek justice in case of exploitation.
