The Agriculture & Cooperatives Department, Government of Balochistan, Quetta, invites applications from highly qualified and experienced candidates domiciled in Balochistan for the position of:
Project Director
Project: Balochistan Green Tractor Program (Phase-II) (Cost Sharing Basis, funded by Government of Balochistan)
Nature of Appointment: Contractual
Selection Process: Through open competition / merit-based selection
Eligibility for Govt. Servants: May apply on deputation basis as per prevailing rules, procedures, and policies
Minimum 16 years of education
MSc (Hons) Agriculture Engineering (HEC recognized university)
OR
BE / ME in Mechanical Engineering
Excellent English comprehension, report writing, and computer proficiency
Strong presentation and communication skills
Proven expertise in:
Procurement processes (as per BPPRA Rules)
Project Administration, Management & Coordination
Government procedures and policy frameworks
Leadership capabilities to effectively manage a professional team
Minimum 10 years of professional experience as Project Director or equivalent (not less than BPS-18)
Demonstrated experience in:
Developing, executing, and managing agricultural machinery-related projects
Planning Commission’s Project Management Framework
Contract Management and BPPRA Procurement Rules
Must have provincial-level work experience across Balochistan
Minimum: 40 years
Maximum: 62 years (as of application deadline)
Oversee the complete execution of project schemes as per approved design, scope, and specifications
Ensure quality assurance, timely delivery, and compliance with technical standards
Lead prioritization, planning, and supervision of sub-projects
Guide preparation of PC-I, PC-IV, and other required project documentation
Monitor project inputs, processes, costs, and outputs to avoid time/cost overruns
Develop and implement risk mitigation strategies
Maintain regular progress reporting to the employer via meetings and correspondence
Coordinate with stakeholders, including provincial departments and implementation partners
Assist in responding to audit queries and project compliance
Support overall project implementation, including administrative and financial components
Any other tasks assigned by competent authority in accordance with government policy
