Hiring of Services of Individual Consultant for National Health Support Program (NHSP)

Announcement: The Health & Population Department, Government of Punjab, is inviting applications from qualified and experienced individuals for the position of Healthcare Management Specialist (Deputy Program Director) under the World Bank-funded National Health Support Program (NHSP), operating through an ADP/Development Scheme. This is a contract-based position.

Required Qualifications:

Degree: MBBS/MD with post-graduation in a health discipline such as:

Public Health

Health Economics

Health Care Management

From a recognized university (local or foreign) that is duly recognized by the Higher Education Commission (HEC) of Pakistan.

Required Experience:

Experience: At least 8 years of documented, verifiable, relevant experience working in health projects.

Out of these, at least 3 years should be at a managerial or equivalent level after acquiring a post-graduate qualification.

The experience must be related to developing and implementing health sector operations.

General Terms and Conditions:

Contract Basis: The position is offered on a contract basis as an individual consultant, as per the World Bank's Procurement Regulations for IPF Borrowers (July 2016, Revised November 2017, August 2018, and September 2023).

Non-transferable Position: The position is specific and non-transferable.

Encouragement for Transgender Applicants: Transgender individuals are encouraged to apply.

No TA/DA: Travel Allowance (TA) and Daily Allowance (DA) will not be provided to candidates for attending tests/interviews.

Government Employees: Candidates currently working in government/semi-government/ autonomous bodies must apply through the proper channel.

Document Verification: Submission of fake documents or concealment of any fact will result in disqualification.

Degree Recognition: Only degrees issued by universities/institutes recognized by the HEC or reputable foreign universities with HEC equivalence will be considered.

Shortlisting: Only shortlisted candidates will be contacted for scrutiny, evaluation, and interviews. The date and time of interviews will be communicated via email, call, or SMS.

Required Documents:

Original Documents along with a set of attested photocopies and a resume/CV/EOI must be presented during the interview.

Terms of Appointment: The final terms and conditions of appointment will be settled on the actual date of appointment.

Department's Final Decision: The Department’s decision on all matters related to hiring, eligibility, shortlisting, and selection criteria will be final, in line with World Bank Anti-corruption Guidelines.

Right to Reject Applications: The Department reserves the right to reject any or all applications or cancel the entire recruitment process at any stage.
