The Government of Pakistan has received financing from the World Bank to finance the availability, utilization, and quality of primary healthcare services and elementary education services in Selected Districts of Khyber Pakhtunkhwa.
The Environmental Specialist will assist and advise the Project Director of Health PMUs in carrying out project-related functions in accordance with World Bank Environmental and Social Safeguards policies as well as Project Appraisal Document (PAD), ESMF/Health Care Waste Management Plan & PC-1.
Health Department intends to hire the services of Individual Consultants on Technical Assistance (TA) basis for Project Management Unit (PMU) of Project KP HCIP.

Master's degree in environmental sciences/ environmental engineering or other relevant discipline.
1 Environmental Specialist
At least 7 years of relevant experience after acquiring the required qualification in managing environmental and health and safety risks and impacts of projects involving civil works.
Strong knowledge of the World Bank EHS Guidelines & operational Policies on environmental and social safeguards.
Strong written and oral communications skills.
Past experience of interacting with government officials, development partners, consultants and private sector representatives and their associations.
Track record in working across industry sectors to identify environmental health and develop mitigation measures to ensure compliance with good international industry practices.
Ability to work in a team and independently on multiple tasks and willingness to travel extensively to project sites.
Written and oral fluency in English and Urdu is required. Proficiency in Pashto shall be an advantage. Demonstrated Computer Skill (Proficiency in using computer desktop application MS Office (Word, Excel, and PowerPoint).

Interested individual consultants must provide:
1. A letter of Expression of Interest, providing information demonstrating ability, skills and experience to undertake advertised assignment and deliver inputs/outputs required under the TOR.
2. A detailed, dated and signed Curriculum Vitae highlighting qualifications and experience in carrying out similar assignments, as well as references for possible checks.
3. All relevant qualification documents and experience documents must be attached.
4. The candidates must submit their work on ESMF, ESMPS, ESIAs, or progress reports that candidates have personally prepared from their previous project as well as other documents i.e. writing samples for review and decision making via email i.e. proc.hci.health@gmail.com

Consultants will be selected in accordance with the procedures set out in the Paragraphs 7.36
& 7.37 of "World Bank: Procurement Regulations for Investment Project Financing Goods, Works, Non- Consulting and Consulting Services" (July 2016) revised November 2017, August 2018 & November 2020.
