The Government of Pakistan has received financing from. the World Bank towards the cost of the Khyber Pakhtunkhwa Human Capital Investment Project (KP-HCIP) to finance the availability, utilization, and quality of primary healthcare services and elementary education services in the selected districts of Khyber Pakhtunkhwa.

To support implementation of the project, Elementary & Secondary Education Department intends to hire the services of Individual Consultants for the Project Management Unit (PMU). The Qualification & Experience of the Consultants are:

1 Deputy
Project Director
  • Master's degree in public policy or other relevant fields.
  • At least 3 years' experience of Education System Management preferably in public sector.
  • Minimum of5 years' experience in at a management position.
2 Procurement
Specialist
  • Master's degree or higher professional qualifications, preferably in Engineering Management/ Procurement, Finance, Business or Commerce With 10 years of professional experience; or Bachelor's degree or higher professional qualifications, preferably in Engineering, Supplies
    Management/ Procurement, Finance, Business or Commerce with 13 years of professional. experience
  • Minimum of 05 years' experience in procurement planning and management in the State/ Private Sector/ International Organization.
  • Working knowledge of using World Bank STEP system will be an added advantage.
3 Financial
Management
Specialist
  • An accounting degree CA 3 years of post-qualification accounting experience or ACCA/ACMA with 7 years of post-qualification experience. M.com/MBA(Finance) 10 years of relevant experience.
  • Atleast 5 years' experience managing funds for development projects (World Bank funded projects experience will be preferred).
  • Experience of working with Finance Department / Division, Auditor General of PakistanOffice, Office of Accountant General and Planning Department/Commission will be preferred.
4 Education
Specialist
  • At least Master's degree (or equivalent) in Education/Social sciences or any related subject.
  • At least 10 years' experience of Education System Management preferably in public sector.
  • Minimum of 2 years' experience in at a management position.
  • Excellent Knowledge of Policy and institutional framework of education sector at National and Provincial level.
5 Monitoring &
Evaluation
Specialist
  • Master's degree in Statistics/Demographics / Public Policy / Education/Social sciences or any other relevant subject.
  • At least 07 years' experience of Monitoring and Evaluation, research. conducting surveys in the education sector.
  • Donor funded Project M&E experience would be preferred.
  • Monitoring and Evaluation of public education Programs and projects would be given preference.
6 Infrastructure
Development
Specialist
  • BE in Civil/Infrastructure engineering, architecture, urban planning; higher education in the relevant field will be preferred.
  • A minimum of 07 years of relevant experience in the field of infrastructure project preparation, regulation, or construction.
  • Experience in development sector will be preferred.

The Elementary & Secondary Education Department invites qualified individual consultants to express their interest in providing the aforementioned services. Interested individual consultants must provide::

  • A letter of Expression of Interest, providing information demonstrating ability, skills and experience to undertake advertised assignment and deliver inputs/ outputs required under the TOR.
  • A detailed, dated and signed Curriculum Vitae highlighting qualifications and experience in carrying out

similar assignments, as well as references for possible checks. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" July 2016 [revised November 2017, August 2018 and November 2020] ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest. . Consultants will be selected in accordance with the procedures set out in the Paragraphs 7.36 & 7.37 of "World Bank: Procurement. Regulations for Investment Project Financing Goods, Works, Non-Consulting and Consulting Services" (July 2016) revised November 2017 & August 2018.
