Chief Technology Officer (CTO)
Location: Islamabad, Pakistan
Reporting To: Chief Executive Officer (CEO)
Organization Type: State-Owned Enterprise (SOE)
About the Role
Our client, a State-Owned Enterprise (SOE), is seeking an energetic, outcome-driven Chief Technology Officer (CTO) to lead its technology transformation and deliver scalable, secure, and modern software platforms.
The CTO will be responsible for overseeing the end-to-end technology landscape, driving innovation, ensuring compliance, and delivering complex multi-year digital transformations. The role demands a hands-on, visionary leader with strong strategic and technical capabilities.
Key Responsibilities
The CTO will be accountable for:
Technology Strategy, Architecture & Standards
Define and implement enterprise-wide technology strategy
Develop and enforce architecture principles, roadmaps, and standards
Data, Interoperability & Quality
Oversee data governance, integration, and quality assurance
Drive interoperability across internal and external platforms
Platform Engineering & Delivery
Lead the design, development, and deployment of scalable digital platforms
Champion DevOps, CI/CD, and agile software development practices
Secure & Compliant Systems
Build and operate secure, compliant, and resilient systems
Ensure adherence to national and international cybersecurity standards
Project Delivery & Change Management
Deliver large-scale transformation projects on time and within budget
Drive effective change management and adoption
Talent, Culture & Vendor Ecosystem
Build high-performing engineering teams
Manage third-party vendors and partners
Foster a culture of innovation, collaboration, and continuous learning
Reliable Operations
Ensure system uptime, performance, and operational excellence
Oversee IT operations, support, and incident management
Stakeholder Management & Governance
Engage with internal and external stakeholders to align business and technology objectives
Ensure technology governance and reporting mechanisms are in place
Candidate Profile
Minimum Requirements
15+ years of experience in building and managing large-scale digital platforms or national-level public-service systems
At least 7 years in senior technology leadership roles delivering complex, multi-year technology transformations
Proven success in:
Platform modernization (microservices, APIs, event-driven architecture)
Managing large-scale integration projects
Implementing secure operations in public or enterprise systems
Strong leadership in cross-functional team management, vendor collaboration, and technology strategy
Educational Qualifications
Bachelor’s degree in Computer Science, Engineering, or a related discipline (mandatory)
Advanced degree (Master’s or higher) is preferred
