Those candidates who have been selected and recruited are then sent for a nine month training programme and the Civil Service Academy in Lahore. After successful completion of the basic training program the departmental training begins, which is completed after a two year time period. After that, the candidate is eligible to be called a grade-17 officer.
Based upon monitored performance, promotions to grade-18 can be expected by these officers but only after they have spent five years in this current position. Further promotion i.e. to a grade-19 officer, can only be achieved after a subsequent seven year period whereas promotion to grade-20 requires compulsory training at the National Institute of Public Administration (NIPA) at Lahore, Karachi, Peshawar and Quetta. Five month training programme is required to be promoted to grade-21. This training is conducted at Administrative Staff College located in Lahore. Grade-22 is the highest grade achievable by a civil service officer.
