College of Ophthalmology & Allied Vision Sciences (COAVS) established at the Institute of Ophthalmology, King Edward Medical University in 1999 as a modest Eye Care Cell. The evolution of prevention of blindness work in the province of Punjab passed through the following phases before it finally developed into a full-fledged College of Ophthalmology & Allied Vision Sciences (COAVS).

Prof. Asad Aslam Khan conducted analysis of ophthalmic services in Punjab. The results of the analysis were brought into the notice of the then Secretary of Health, who immediately ordered the establishment of Comprehensive Eye Care Cell (CEC-Cell) Punjab and appointed Dr. Asad Aslam Khan as Incharge of the cell.
