VACANCY ANNOUNCEMENT

POSITION: VICE CHANCELLOR
SHAHEED BENAZIR BHUTTO UNIVERSITY OF VETERINARY AND ANIMAL SCIENCES, SAKRAND

The Government of Sindh invites applications from renowned academicians, accomplished and motivated academic leaders, and dynamic professionals with managerial and financial leadership skills for the position of Vice Chancellor at Shaheed Benazir Bhutto University of Veterinary and Animal Sciences, Sakrand.

ELIGIBILITY CRITERIA:

The Vice Chancellor shall be appointed by the Chief Minister on the recommendation of the Search Committee in accordance with the provisions of the Constitution of Search Committee Act, 2022 (Sindh Act No. II of 2022). The appointment will be for a period of four (4) years, extendable for one additional term of four years, subject to the terms and conditions determined by the Chief Minister.

Required Qualifications & Experience:

Candidates must fulfill one of the following criteria:

  1. Academic Qualification:

    • Must be an eminent academician eligible for appointment as a Professor as per HEC criteria.

    • Possess a Ph.D. in Veterinary / Animal Sciences or Basic Sciences or an equivalent qualification from an HEC-recognized University/Institute.

    • Be a registered member of the Pakistan Veterinary Medical Council (PVMC).

    • Have at least 20 years of professional experience, including 10 years in an administrative, financial, or academic leadership role. This experience must be at the position of Vice Chancellor, Rector, President, Pro Vice Chancellor, Dean, Chairman, Registrar, or Principal in any University/Degree Awarding Institute/College OR at BPS-17 & above or equivalent in the Public Sector or a reputable National/International Private Organization.

  2. Cadre Officer Qualification:

    • Must be a BPS-21 or above cadre officer with a DVM degree and a Master's degree from an HEC-recognized University/Institute.

  3. Alternative Qualification:

    • Must hold a Master’s degree (preferably Ph.D.) in a relevant field.

    • Have 15 years of experience in academia, intelligentsia, civil society, research, or management leadership.

    • Must possess a distinguished research and publication record, including at least 10 publications in HEC-recognized journals.

Age Limit:

  • The candidate must not be more than 62 years of age on the last date of application submission.

  • Any cadre officer applying for this position must resign or seek retirement from their respective service upon selection as Vice Chancellor.

RESPONSIBILITIES OF THE VICE CHANCELLOR:

The selected candidate will be responsible for:

  • Promoting quality education and ensuring academic excellence.

  • Encouraging research and development projects to advance knowledge in veterinary and animal sciences.

  • Establishing national and international linkages with industries and renowned institutions.

  • Developing a sustainable business model for the university.

  • Conducting data gathering and analysis to support research and policymaking in various industrial sectors.

Required Skills:

  • Strong analytical and critical thinking abilities.

  • Exceptional written, spoken, and presentation skills.

  • Strong ability to collect, differentiate, and analyze quantitative and qualitative data.

  • A solid understanding of financial matters and budget mechanisms.

  • No TA/DA will be admissible for the interview.
