Request for Expressions of Interest

The Government of Sindh invites applications for the following positions under a donor-funded project. Eligible and interested candidates are encouraged to express their interest by submitting their CVs.

Eligibility Criteria

The qualifications, experience, and skills required for each position are as follows:

1. Director Procurement and Contracts (One Position)

  • Qualification:
    Master's degree in Civil Engineering, Procurement, Construction Law, Supply Chain Management, or a related discipline from an HEC-recognized university. A foreign qualification is an added advantage.
  • Experience:
    • Minimum 15 years of relevant post-qualification experience, including 5 years at a senior management level.
    • Preferred experience in managing contracts and procurement for service-oriented projects.
    • International experience with donor-funded infrastructure projects is a significant advantage.
    • Expertise in team building, procurement, and other relevant skills.
    • Must be registered with the Pakistan Engineering Council (PEC).

2. Assistant Director Environment/Occupational Health & Safety (One Position)

  • Qualification:
    Master’s/Bachelor’s degree in Engineering, Environmental Sciences, Health Sciences, or a related field from a recognized university.
  • Experience:
    • At least 10 years of relevant experience in Occupational Health & Safety (OHS) or Environmental Management, including 5 years in donor-funded or large-scale infrastructure projects.
    • Proven expertise in identifying OHS issues, developing Health & Safety Management Plans, conducting Risk Assessments, and performing Environmental Impact Assessments (EIAs).
    • Strong understanding of OHS regulatory frameworks, local and international standards, and environmental regulations.
    • Skills in stakeholder communication, report preparation, audits, and compliance documentation.
    • Must be registered with the Pakistan Engineering Council (PEC).

3. Office Assistant (One Position)

  • Qualification:
    Bachelor’s degree from an HEC-recognized university or a Diploma in IT (DIT).
  • Experience:
    • At least 2 years of relevant experience.
    • Proficient typing skills with a minimum speed of 30 words per minute.
    • Exceptional verbal, written, and computer skills, including dictation and note-taking.

4. Driver (One Position)

  • Qualification:
    Middle Pass with a valid driving license.
  • Experience:
    • At least 2 years of driving experience.
    • Proficiency in navigation and using relevant applications.

Important Information

  1. Contract Basis:
    • All positions are on a temporary/contractual basis, renewable annually based on performance.
  2. No Claim for Regularization:
    • Selected candidates cannot claim regularization of services under government policy.
  3. Merit-Based Selection:
    • Candidates meeting eligibility criteria will be shortlisted and selected on merit with donor agency endorsement.
