Vacancy Announcement
Finance Department Government of Sindh invites applications from the interested candidates (Pakistani nationals) for the following position purely on contract basis under MP-I Scale of Sindh Management Position Scales Policy, 2022.

Tax Management Specialist Tax Reform Unit (One Position)
Educational Qualification & Experience
Masters in relevant subject(s) with 12 years' experience in the relevant field OR preferably PhD in Economics/Finance/ Public Policy/Finance/Tax/ Business Administration. (equivalent with strong emphasis on issues relating to tax planning/policy and administration from HEC recognized University) with 08 years' experience related to economic research (modelling and forecasting of tax revenues).
Must also have the following demonstrated knowledge, skills, and abilities:
Strong analytical and advanced quantitative skills in local, provincial and federal tax laws.
Strong report writing skills and ability to effectively communicate;
Computer literate (MS Office application) and proficiency in application of mainstream statistical software for economic research;
Knowledge of the tax policy and regulatory system in the province;
Must be fluent (written and oral) in English;
Age Limit: Preferably less than 63 years on the date of this advertisement. The maximum service age is restricted upto 65 years.

Recruitment shall be made as per Sindh Management Position Scales Policy, 2022, issued by Services, General Administration & Coordination Department (SGA&CD), Government of Sindh vide Notification No.SOII(S-
GA&CD)6-32/2021 dated:29-12-2022.
➤ The appointment of each position will be on contract basis initially for a period of (02) two years which is further extendable for a period of (02) two years only on annual basis subject to satisfactory performance, and subject to
maximum service age of 65 years.
➤ MP-I Scale salary package would be offered to the successful candidates. See detail of pay-package under MP-I Scale http://finance.gos.pk/home/download.

Job Description
To assist Finance Department, Government of Sindh in enhancing policy coordination with the tax collecting departments/agencies.
• To conduct high quality empirical research and analyses to help tax policy and administration decision-making process.
To coordinate with the tax policy analyses and academic institution of national and international repute for tax policy research and analyses in the identified areas of tax policy and administration.
To conduct periodic simulations and modelling of different revenue forecasting and collection scenarios for consideration of revenue collecting agencies through Finance Department, Government of Sindh.
To foster engagement with and ownership of tax policy reforms through effective communication strategy.
To collaborate with tax analysts, academic institutions, civil society, and other relevant stake holders for development and communication of tax policy and administration reforms based on internal and external research and analyses.
To suggest ways to promote efficiency, equity, effectiveness, and transparency in tax policy and administration.
To suggest adjective and measurable revenue targets for different revenue collecting agencies.
To coordinate for effective implementation of the Sindh Tax Revenue Mobilization Plan (STRMP) through Finance Department Government of Sindh.
To prepare and publish annual report on the performance of the Sindh Tax Revenue Mobilization Plan (STRMP).
To advice Finance Department on improvement of tax policy and statistics.
Any other tax policy or administration reform tasks that Finance Department, Government of Sindh may require.
