Project: Integrated Health Systems Strengthening Activity (IHSS)

An international organization implementing the Integrated Health Systems Strengthening Activity (IHSS)—a project funded by the U.S. Government—is inviting applications from qualified professionals for the position of Senior Manager Procurement, based at its Islamabad office.
The Senior Manager Procurement is a full-time leadership role responsible for overseeing all procurement activities related to the IHSS project. The role ensures that procurement is conducted in compliance with organizational policies, donor regulations, and local government laws, while maintaining efficiency, cost-effectiveness, and transparency in all sourcing and purchasing processes.
Lead and manage procurement operations for the IHSS project.
Ensure full compliance with U.S. Government (USG) procurement regulations and organizational policies.
Oversee and document vendor evaluations, tendering processes, and contract negotiations.
Ensure procurement documentation is audit-ready and aligned with both donor and local government requirements.
Provide data-driven procurement updates and reports to senior management.
Maintain confidentiality and integrity in all procurement-related matters.
Collaborate with technical and administrative teams to fulfill procurement needs efficiently.
Conduct frequent field visits to ensure alignment and compliance at local levels.
Education:
Master’s degree in Business Administration, Supply Chain Management, or a related field.
Experience:
Minimum of 10 years of relevant experience.
At least 5 years of experience on international donor-funded projects, preferably U.S. Government-funded health projects in Pakistan.
Prior experience with international NGOs or within the development sector is essential.
Technical Skills:
In-depth knowledge of USG procurement regulations.
Proficiency in vendor evaluation, tender management, and contract negotiation.
Strong analytical and decision-making skills.
Digital Proficiency:
Advanced skills in Microsoft Office Suite and Google Workspace.
Communication:
Excellent written and spoken English.
Demonstrated ability to write professional reports and present procurement data to senior leadership.
Personal Attributes:
High integrity and confidentiality.
Strong attention to detail.
Ability to manage multiple tasks under tight deadlines.
Willingness to travel frequently to field sites.
