COMPANY OVERVIEW

Our client, a Karachi-based organization, seeks to appoint experienced and seasoned professionals for a senior management role in the public sector.


POSITION TITLE

Senior Management Position – Government Relations


JOB PURPOSE/MANDATE

The incumbent will play a pivotal role in facilitating effective interaction between the organization and various government entities. Responsibilities include ensuring regulatory compliance, advocating for the organization’s interests, and enhancing relationships with key government bodies. The role is critical to navigating the regulatory landscape, promoting favorable policies, and aligning the organization with legal and governmental standards.


SPECIFIC DUTIES & RESPONSIBILITIES

1. Government Liaison

  • Act as the primary interface between the organization and key government bodies, including:
    • Ministry of Petroleum and Natural Resources
    • Oil and Gas Regulatory Authority (OGRA)
    • Pakistan Petroleum Exploration and Production Companies Association (PPEPCA)
    • Federal Board of Revenue (FBR)
    • Environmental Protection Agency (EPA)
    • Public Procurement Regulatory Authority (PPRA)
    • Other government authorities and provincial ministries
  • Foster effective communication and dialogue at various levels of government.

2. Policy Advocacy

  • Monitor, analyze, and interpret emerging policies and provide timely feedback.
  • Develop and implement advocacy strategies for policy decisions.

3. Stakeholder Engagement

  • Coordinate outreach programs, workshops, and meetings with government stakeholders.
  • Collaborate with industry associations to promote joint regulatory initiatives.
  • Engage senior management in shaping responses to policy changes and government directives.

4. Compliance and Regulatory Oversight

  • Obtain necessary licenses and approvals from local and federal government bodies.
  • Work with legal teams to address compliance issues, regulatory changes, and disputes.

5. Crisis Management

  • Resolve conflicts with government entities arising from operational activities.
  • Implement crisis management protocols to minimize operational disruptions.

6. Training and Development

  • Train internal teams on government regulations and effective communication with government bodies.
  • Mentor junior staff in government relations to enhance internal capacity.

QUALIFICATION AND SKILLS

Educational Qualifications

  • Minimum 16 years of education, preferably a Master’s degree in Public Policy, Law, Business Administration, Public Administration, or a relevant field from an HEC-recognized university.

Professional Experience

  • At least 8 years of experience in government relations, public affairs, or advocacy within the oil and gas/petroleum sector.
  • A minimum of 5 years in a similar role or one position below.
  • Proven experience with government bodies and knowledge of regulatory frameworks in Pakistan’s petroleum industry.

Skills

  • Strong understanding of petroleum sector challenges, including production and distribution.
  • Excellent negotiation, communication, and interpersonal skills.
  • Proficient in analyzing complex regulatory documents and using Microsoft Office Suite.
