INTRODUCTION

The Home Department, Government of Sindh, invites applications from qualified and experienced professionals domiciled in Sindh Province for the newly established Provincial Security Unit (PSU). This unit is designed to enhance the province’s capabilities in risk management, counterterrorism, cybersecurity, and policy research.

GENERAL EXPERIENCE REQUIREMENTS

All candidates must demonstrate the following core competencies:

Experience in consultancy or collaboration with international or focal organizations.

Expertise in handling sensitive assignments, inter-agency coordination, and strategic planning.

Proven background in research work, including the publication of research papers and formulation of policies, manuals, and strategic frameworks.

Proficiency in preparing PowerPoint presentations, Excel reports, maps, and policy booklets.

VACANT POSITIONS

1. Security Risk Assessment Specialist

No. of Positions: 01

Qualification: Master’s in International Law, International Relations, Security Studies, Risk Management or related discipline (HEC-recognized national/international university)

Experience:

Minimum 10 years in Security Risk Analysis, threat assessment, and critical infrastructure protection.

2. Counterterrorism Operations Advisor

No. of Positions: 01

Qualification: Master’s in International Security, Security Studies, Political Science or related field (HEC-recognized university)

Experience:

Minimum 10 years in counterterrorism, intelligence, or special operations.

Knowledge of regional/global terrorist networks and tactics.

3. Anti-Money Laundering (AML) & Counter Financing of Terrorism (CFT) Specialist

No. of Positions: 01

Qualification: Master’s in Economics, Finance, Commerce, Law, IT or related discipline (HEC-recognized university)

Experience:

Minimum 07 years in AML/CFT enforcement, financial intelligence, or compliance auditing.

Strong understanding of FATF guidelines, STRs, and financial regulations.

Prior work with FIUs, international banks, or financial crime investigations.

Ability to analyze financial records for money laundering and related offenses.

4. Technology & Data Advisor

No. of Positions: 01

Qualification: Master’s in AI, IT, Software Engineering, Data Science, Computer Science, Information Systems or related (HEC-recognized university)

Experience:

Minimum 10 years in information systems, big data analytics, or digital transformation.

Experience deploying secure technology platforms for security purposes.

Knowledge of data privacy laws, ethical AI, and system integration in the public sector.

5. Policy & Research Specialist

No. of Positions: 01

Qualification: Master’s in Management Economics, Public Policy, Public Administration or related discipline (HEC-recognized university)

Experience:

Minimum 10 years in policy formulation, strategic research, or governance advisory.

Proven experience producing white papers, threat briefings, and legislative reviews.

Previous work with think tanks, government departments, or research organizations.

Skilled in inter-agency coordination and strategic policy-making.

6. Cybersecurity Advisor & Media Management Consultant

No. of Positions: 01

Qualification: Master’s in Computer Science, Cybersecurity, Journalism, Mass Communication, Strategic Communication, Information Security, or related (HEC-recognized university)

Experience:

Minimum 10 years of relevant experience in cybersecurity and strategic media communications.
