The Govt of the Punjab is implementing the GPE funded Taleem Programme. For the implementation of the programme, a Taleem Cell has been established at PMIU-PESRP, which will house specialists tasked with design, implementation and monitoring of activities under the programme.

Under this programme, PMIU invites experienced candidates having relevant experience/qualification from recognized universities to indicate their interest in providing the services. Interested candidates should provide information indication that they are qualified to perform the below mentioned services:

1. Manager Strategy and Communication Qualifications
  • At least, Masters degree or equivalent (Sixteen (16) years of education) in Development Studies / Business Administration / Public Policy / Social Policy / Social / Economic Development/ Public Administration / MBBS/ B.Sc. Engineering or relevant discipline, from a foreign or local university, duly recognized by the Higher Education Commission (HEC) of Pakistan.
  • Project Management Professional (PMP) or any other relevant certification, shall be accorded due weightage.
Experience
  • At least. five (05) years of documentary verifiable relevant experience, after acquiring stipulated qualifications, in public and / or private sector national I international organizations, preferably in education.
  • Must have team building and organizational development understanding_
  • Due weightage shall be accorded to:
    • Experience in Project Management / Implementation, Planning Design of Large-Scale Government or Donor funded programs.
    • Hands-on experience in evaluation of technical bids, developing annual plans and design documents such as working papers / concept notes, proposals / PC-I, ToRs and progress reports.
    • Familiarity with government structures, operations, and procedure.
2. Manager Implementation Qualifications
  • At least, Masters degree or equivalent (sixteen (16) years of education) in Development Studies/ Business Administration/ Public Policy/ Social Policy/ Social /Economic Development/ Public Administration / MBBSI B.Sc. Engineering or relevant discipline, from a foreign or local university, duly recognized by the Higher Education Commission (HEC) of Pakistan.
  • Project Management Professional (PMP) or any other relevant certification, shall be accorded due weightage.
Experience
  • At least, eight (08) years of documentary verifiable relevant experience, after acquiring stipulated qualifications, in public and / or private sector national/international organizations, preferably in education.
  • Due weightage shall be accorded to:
    • Experience in project implementation of large scale government or donor-funded programs
    • Experience working in the Education sector
    • Comprehensive understanding of the public sector and broader educational challenges in education in Pakistan.
  • Demonstrated ability to produce reports with quantitative analysis.
3. Manager Communication Key Skills, Qualification and Experience required:
  • Sixteen Years' education or above in relevant discipline or equivalent qualification from HEC recognized National I International University;
  • At least five (05) years' post qualification relevant experience is required;
  • Knowledge of the public sector environment. ideally with a focus on education;
  • Knowledge of how to develop and implement strategic communication activities;
  • Strong copywriting skills, a grasp of the key elements of effective visual design and the management of publications;
  • Excellent team work skills, interpersonal skills, including speaking and making presentations.
4. Manager Procurement and Contracts
  • A minimum of 16 years of education with specialization in any of management science / statistics / economics / or related field from reputable & recognized local or foreign institution. A diploma / degree in the field of procurement management from reputable local or foreign institution shall be an additional weightage.
  • Candidate having procurement related certifications like Member Chartered Institute of Procurement & Supply (MCIPS) from CIPS, UK, Certified Professional in Supply Management (CPSM) from ISM, USA, or Certified Supply Chain Professional (CSCP) from APICS/ASCM, or equivalent shall be preferred. Project Management Professional (PMP), will be considered an additional qualification
  • Should have minimum Eight (08) years of experience in the public sector procurements and contract management. in which minimum three (03) years' experience as a senior / managerial position is mandatory.
  • Excellent knowledge of relevant rules and regulations of UNICEF's HACT Financial Guidelines, PPRA and other donor agencies including international procurement best practices. Specifically, sound knowledge of UNICEF's HACT Financial Guidelines, procedures and reporting requirements will be preferred.
  • Should have in-depth understanding of procurement cycle management
  • Proven ability to work in a collaborative. team environment.
  • Should have excellent command on MS office.
  • Familiarity with government structures, operations. and procedure.
5. Manager Monitoring and Evaluation Qualifications
  • At least, Master's degree or equivalent (sixteen (16) years of education), in Statistics / Demographics I Public Policy / International Development / Economics, or related discipline, from a foreign or local university, duly recognized by the Higher Education Commission (HEC) of Pakistan.
  • Advanced certification in N/I&E, statistics or any other relevant discipline shall be accorded due weightage.
Experience
  • At least, eight (08) years of documentary verifiable experience, after acquiring stipulated qualifications, in monitoring and evaluation, preferably in education related programmes.
  • Demonstrated experience in:
    • developing logical framework,
    • sampling design,
    • conducting assessments and surveys,
    • data quality assessments and oversight.
    • managing and providing training to partners,
    • facilitating and serving as the project liaison for externally managed evaluations.
    • writing reports with quantitative analysis
