OFFICE OF THE DIRECTOR GENERAL, SAFE CITY ISLAMABAD

TENDER NO. 01: HIRING OF TECHNICAL EXPERTS FOR SAFE CITY, ISLAMABAD

For the Fiscal Years 2025-26 & 2026-27

Safe City Islamabad requires the technical services of professionals with expertise in the Safe/Smart Cities domain. Details of the positions are as follows:

1. Director IT

  • Number of Positions: 1
  • Age Limit: 35-45 years
  • Qualification & Experience:
    • Master’s degree in Information Technology, Business Administration
    • Must have a Project Management Professional (PMP) certification
    • Minimum 10 years of experience in IT, with at least 5 years in senior IT management or a director-level position, preferably in a Law Enforcement Agency

2. Data Communication Engineer

  • Number of Positions: 1
  • Age Limit: 25-35 years
  • Qualification & Experience:
    • Bachelor's degree in Computer Science, Information Technology, Electrical/Electronic Engineering, or an equivalent field
    • Minimum 5 years of experience in data communication protocols
    • Hands-on experience with Huawei, Cisco, and other network devices
    • Sound practical experience with NGFW, IDS, IPS, EDR, and NDR products
    • Certification in the relevant domain will be considered a plus point

3. Linux Administrator

  • Number of Positions: 1
  • Age Limit: 25-35 years
  • Qualification & Experience:
    • Bachelor's degree in Computer Science, Information Technology, or an equivalent field
    • 3-5 years of experience in advanced Linux administration with HCV virtualization
    • Hands-on experience with multi-flavor Linux environments
    • Practical exposure to latest cybersecurity tools
    • 2+ years of MERN stack development experience

4. Software Engineer

  • Number of Positions: 1
  • Age Limit: 20-25 years
  • Qualification & Experience:
    • Bachelor's degree in Computer Science, Software Engineering, Information Technology, or an equivalent field
    • Proficiency in MongoDB, Express.js, React.js, Node.js, and front-end technologies
    • Strong knowledge of MERN Stack, RESTful APIs, HTML5, CSS3, JavaScript
    • Familiarity with secure development practices, problem-solving, and Git

Terms and Conditions

  1. Candidates must submit complete documents, including:
    • CNIC
    • Domicile
    • Educational certificates
    • Experience certificates
    • Cover letter (as per RFP requirements)
  2. Applications must be submitted through the E-PAD System (www.eprocure.gov.pk) as per the following schedule:
    • Proposal Submission Deadline: 27.02.2025 at 11:00 AM
    • Technical Proposal Opening Date: 27.02.2025 at 11:30 AM
  3. The Request for Proposal (RFP) can be downloaded free of cost from the E-Pak Acquisition and Disposal System (EPADS).
  4. Late applications will be rejected without assigning any reason.
  5. Candidates must mention the name of the post on the envelope.
  6. Appointment will be on a contract basis for an initial period of three (03) months, extendable based on satisfactory performance.
  7. Concealment of facts or any direct/indirect influence in the hiring process may lead to disqualification.
  8. Any ineligible candidate will be disqualified at any stage of the recruitment process.
  9. Safe City Islamabad reserves the right to cancel the hiring process at any stage as per the rules.
  10. Only shortlisted candidates will be called for an interview based on merit.
  11. All candidates must register on the Public Procurement Regulatory Authority (PPRA) EPAD System to participate in the bidding process.
