Position Title: Project Director
Project: Karachi Safe City Project
The Home Department, Government of Sindh, invites applications from experienced and qualified professionals for the post of Project Director to lead the Karachi Safe City Project. This is a contractual position for two (2) years, extendable based on satisfactory performance.

Bachelor's or Master’s degree in:
Engineering (Electronics, Computer Science, Telecommunications)
Information Technology (IT), Information Security, Artificial Intelligence (AI)
Law, Public Administration, Business Administration
International Security/Cybersecurity
Degree must be from a reputable national/international university recognized by HEC Pakistan (minimum 16 years of education).
Additional advantage: Experience in mega projects.
Maximum 55 years at the time of application.
Strategic Oversight:
Supervise all phases of the Karachi Safe City Project as per PC-1 planning and execution standards.
Liaison & Communication:
Represent the Executive Agency and coordinate with stakeholders and consultants.
Project Management:
Lead project alignment with organizational goals, manage portfolios, and oversee the project team with timely reporting.
Quality & Cost Control:
Monitor inputs and outputs to avoid budget/time overruns.
Risk Management:
Identify potential project risks and implement mitigation strategies.
Reporting & Documentation:
Prepare and submit standardized reports ensuring procedural compliance.
PC-I/II Preparation:
Draft and process PC-I & II for approvals through the Home Department and defend at relevant forums.
Conflict Management:
Resolve stakeholder disputes, ensure legal compliance, and maintain project harmony. Escalate unresolved conflicts to the Home Department promptly.
Supervision of Installation & Commissioning:
Oversee on-ground execution, maintain documentation, and report project status.

Ensure adherence to:
Government of Sindh rules
SPPRA & PPRA procurement guidelines
Arbitration Act
Safe City Authority Act, 2019
Other applicable laws
Presentations & Briefings:
Prepare and deliver project presentations and reports to senior authorities regularly.
Minimum 5 years of experience in:
Public sector or project management
Implementing security frameworks
Reviewing and implementing security-related policies
Familiarity with Smart City/Safe City projects is essential.
Prior experience overseeing mega projects is preferred.
Proven leadership and team-building capabilities
Excellent negotiation and communication skills
Sound knowledge of Government rules and procurement regulations (SPPRA & PPRA)
