Procurement & Contract Management Specialist Master's or Bachelor's Degree equivalent to at least 16 years of education in Procurement & Supply Chain Management, Business Management/Project Management, Engineering, Finance, or Social Sciences. Minimum 12 years of documentary verifiable post-qualification experience in procurement and contract management of goods, works, and consulting services. At least 3 years of Digital ICT Procurement and Contract Management experience for projects of comparable scale and complexity, including Data Centre procurements and IT network solutions (hardware and software). Practical experience using World Bank Systematic Tracking Exchanges Procurement (STEP) or other ERP tools. Certification in Procurement/Contract Management. Excellent computer skills (MS Office, MS Project, etc.). Proficiency in e-procurement applications. Ability to work independently and in a team. Written and oral fluency in English.

  1. The Federal Board of Revenue invites eligible individuals to express their interest in providing the aforementioned services. Interested consultants must submit:

    • A letter of Expression of Interest demonstrating ability, skills, and experience relevant to the assignment.

    • A detailed, dated, and signed Curriculum Vitae highlighting qualifications, experience in similar assignments, and references for verification.

  2. The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank's Procurement Regulations for IPF Borrowers (July 2016, revised November 2017 and August 2018), regarding the World Bank’s policy on conflict of interest.

  3. Consultants will be selected in accordance with the Open Competitive Selection of Individual Consultants method as per the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised November 2017 and August 2018).
