REQUEST FOR SHORT-TERM CONSULTANCY SERVICES

The Office of the Assistant Director (Sr), LG&RDD Bajaur, intends to engage an individual consultant for the project titled: "Uplift & Beautification of Urban Centers Bazaars in the Newly Merged Districts, ADP No. 2098/210624, Sub Work: Installation of Solar S****treet Lights in Sub Division Khar, District Bajaur," under Rule 28 of the KPPRA Rules 2014.

The interested consultant must meet, but is not limited to, the following requirements:

Qualification/Eligibility Criteria

  1. The consultant must have a B.Sc. in Electrical/Electronic Engineering from an HEC-recognized university.

  2. The consultant must be registered with PEC as a Professional Engineer in the Electrical Power sector.

  3. The consultant must hold a Master’s Degree in one of the following fields from an HEC-recognized university:

    • Project Management

    • Engineering Management

    • Supply Chain Management

    • MBA

  4. The consultant must have at least 10 years of professional experience, including a minimum of 7 years in the design, implementation, and commissioning of solar energy projects in the public sector.

  5. The consultant must have proven experience in:

    • Design, testing, installation, and troubleshooting of solar street lighting systems and allied components.

Responsibilities

  1. Design Review & Vetting of BoQ

  2. Inspection, Testing, and Product Approval for each component of the solar street lighting system.

  3. Quantity and Quality Assurance of works.

  4. Verification & Recommendation of Contractor IPCs.

  5. Preparation of the Project Completion Report.

Terms and Conditions

  1. The Expression of Interest (EOI) must be submitted to the undersigned before 1400 hours on 11-03-2025.

  2. The consultant must be registered with FBR and KPRA.

  3. The age of the consultant should not exceed 45 years as of the submission deadline.

  4. The EOI form and draft contract documents can be obtained from the office of the Assistant Director (Sr), LG&RDD Bajaur at Civil Colony Khar, Bajaur, upon submission of a written request.

  5. The EOI must be submitted using the official form obtained from the office. All information in the EOI must be supported by documentary evidence.

  6. The consultant must have experience in designing, implementing, supervising, monitoring, and commissioning solar street light projects worth at least PKR 100 million. Work orders supported by experience certificates issued by employers must be provided along with the EOI.

  7. Selection will be based on the highest scoring consultant as per the criteria in the EOI form. Grounds for rejection of any proposal will be communicated upon written request.

  9. The procuring entity reserves the right to reject any or all proposals at any time before acceptance, as per KPPRA Rule-47.
