Expression of Interest (EOI)
The Planning & Development Department (P&DD) of Sindh is committed to the development and progress of the province. It operates through collaborations with donors, ministries, and other stakeholders to evaluate and recommend strategies for provincial and national development initiatives. The department oversees planning, execution, and progress monitoring of development schemes and ensures alignment with government priorities.
Responsibilities
Water Resource Development Specialist

Qualifications:
- Minimum: Bachelor's degree in Engineering (preferably Water Resource Engineering) from a recognized university or equivalent.
- Preferred: Master’s degree in a relevant field, especially focusing on irrigation and drinking water resources.

Responsibilities:
- Preparation of short-, medium-, and long-term plans and development strategies in the water sector.
- Processing and monitoring project completion reports (PC-IV) and reviewing development schemes.
- Preparation of Annual Development Program (ADP) plans specific to water resources.
- Coordination with federal ministries, provincial departments, and donor agencies.
- Development of funding release strategies and facilitation of fund disbursements for ongoing federally funded projects.
- Examination and appraisal of departmental reports, including inception and interim evaluations.
- Undertaking any additional tasks assigned by the department.
Member (Information Technology)

Qualifications:
- Ph.D. in Information Technology, Computer Science, Computer Engineering, Electrical or Electronics Engineering, or a related field.
- OR Master’s degree in a relevant field with at least five (5) years of professional experience.

Responsibilities:
- Providing technical input and advice on all IT-related matters.
- Appraising and overseeing proceedings of IT-related development schemes.
- Preparation of working papers for departmental committees such as CDWP and ECNEC.
- Coordination with federal ministries and agencies on IT-related issues.
- Establishing effective communication channels and performing other duties as assigned by the department.
General Requirements
- Individuals must possess a Permanent Resident Certificate (PRC) of Sindh Province.
- The initial contract period is for two (2) years, extendable based on satisfactory performance.
