About the Role

We are seeking a highly professional and enthusiastic Project Director to lead the Refinery Expansion and Upgrade Project (REUP) for our client, Pakistan Refinery Limited (PRL). PRL is a leading player in the Oil & Gas sector, with a reputation for excellence and innovation.

Role Summary

The Project Director will lead and execute the Refinery Expansion and Upgrade Project (REUP) with an investment of approximately USD 1 billion. This position entails comprehensive responsibility for the project’s successful delivery, including:

  • Development and execution of the project strategy.

  • Ensuring adherence to cost, schedule, and quality targets.

  • Compliance with safety and environmental standards.

  • Identifying and exploring expansion opportunities in allied businesses.

Key Responsibilities and Accountabilities

  • Project Leadership: Lead the design and implementation of REUP within budgetary allocations and approved timeframes. Oversee the project from Front-End Engineering Design (FEED) to EPC and Commissioning.

  • Strategic Planning: Develop key project objectives, policies, and strategies, including:

    • Project Execution Plan.

    • Contracting Strategy and Execution.

    • Project Risk Management Program.

  • Contractor Selection: Lead the selection of qualified and capable FEED and EPC contractors.

  • Financial Oversight: Ensure project CAPEX is estimated and budgeted based on robust financial principles and fiscal policies. Assist management in securing project funding.

  • Compliance: Ensure adherence to regulatory, commercial, and HSEQ (Health, Safety, Environment, and Quality) requirements.

  • Government Liaison: Engage with government agencies to secure necessary licenses and approvals.

  • Sector Transformation: Spearhead transformation projects within the Oil & Gas sector.

Key Requirements

  • Education: Engineering degree (preferably Mechanical) with Project Management qualification/certification.

  • Experience:

    • Minimum of 20 years of relevant experience, including 10 years in Senior Project Management roles.

    • Proven track record in leading complex, multi-plant, multi-license, mega-capital projects in refinery, petrochemicals, or similar industries.

  • Technical Knowledge:

    • Expertise in Engineering Design & Construction, Project Management, Strategic & Operational Planning.

    • Demonstrated ability to manage multi-million-dollar projects.

  • Leadership Skills: Exemplary leadership with excellent communication, negotiation, problem-solving, and change management abilities.
