1. Introduction
The Federal Board of Revenue (FBR) has received financing from the World Bank under the Pakistan Raises Revenue Program (PRRP). The funds will be used to hire individual consultants for the following positions:
2. Positions and Requirements
1. Procurement Specialist I

Qualifications:
Master’s Degree (minimum 16 years of education) in Business Management, Engineering, Economics, Finance, or Social Sciences. A degree in Procurement Management, Project Management, Supply Chain, or related fields is preferred.

Experience:
- At least 10 years of verifiable experience in procurement of goods, works, and consulting services.
- Must have recent experience (within the last 7 years) in successful procurement at national/international levels.
- Should be familiar with procurement policies, regulations, and guidelines of the Government of Pakistan and international development organizations, especially the World Bank.
- Practical experience with World Bank's STEP (Systematic Tracking of Exchanges in Procurement) or other ERP tools is required.
- Sound knowledge of public procurement systems and government administrative procedures.
2. Assistant Finance Manager (on intermittent basis)

Qualifications:
ACMA, ACCA, CA Inter, or Master’s Degree in Finance, Accounting, or related fields.

Experience:
- At least 8 years of relevant post-qualification experience.
- Prior experience in providing financial, administrative, and grants management oversight for organizations of similar complexity is preferred.
- Experience in developing and managing large-scale financial and administrative systems.
- Ability to work with high-level public or private sector counterparts.
- Proficiency in Microsoft Office (Word, PowerPoint, Excel) with expertise in creating plans, policies, and procedures.
- Excellent communication, interpersonal, and analytical skills.
3. Submission Guidelines
The Federal Board of Revenue now invites interested individuals to submit their expressions of interest for the positions. Candidates must submit:
- A letter of expression of interest, demonstrating their skills and experience in relation to the required tasks.
- A detailed, signed, and dated Curriculum Vitae (CV), highlighting relevant qualifications and experience, including references for verification.
4. Additional Information
Consultants will be selected in accordance with the Open Competitive Selection method set out in the World Bank’s "Procurement Regulations for IPF Borrowers" (July 2016, revised November 2017 and August 2018). Interested candidates should ensure they do not have any conflict of interest as per Sections 3.14, 3.16, and 3.17 of the World Bank's Procurement Regulations.
