Job Opportunity – Project Director (Karachi Safe City Project)

The Home Department, Government of Sindh is seeking applications from qualified and experienced professionals for the position of Project Director to lead the Karachi Safe City Project. This is a contract-based role for an initial period of two (2) years, with a possibility of extension based on satisfactory performance.


Position Overview

Eligibility Criteria

Educational Qualifications (Mandatory):

Candidates must possess at least a Bachelor's or Master's degree (minimum 16 years of education) in one of the following fields:

  • Engineering (Electronics, Computer Science, Telecommunications)

  • Information Technology (IT), Information Security, Artificial Intelligence (AI)

  • Law, Public Administration, Business Administration

  • International Security or Cybersecurity

Note: Degrees must be obtained from an HEC-recognized national or international university.
Preferred: Candidates with experience in managing mega projects will be given an advantage.

Age Limit:

Maximum 55 years at the time of application submission.


Key Responsibilities

Strategic Oversight

  • Supervise all phases of the Karachi Safe City Project in alignment with the PC-1 planning and execution framework.

Liaison & Communication

  • Represent the Executive Agency and engage with relevant stakeholders and consultants for seamless coordination.

Project Management

  • Ensure the project aligns with organizational goals.

  • Lead the project team, manage portfolios, and maintain timely progress reporting.

Quality & Cost Control

  • Monitor project input and output to avoid budgetary and timeline overruns.

Risk Management

  • Identify, assess, and manage risks with effective mitigation strategies.

Reporting & Documentation

  • Prepare comprehensive project reports.

  • Ensure compliance with procedural and documentation standards.

PC-I/II Documentation

  • Draft, process, and defend PC-I and PC-II for approvals through the Home Department and related forums.

Conflict Resolution

  • Address and resolve stakeholder issues.

  • Maintain legal compliance and escalate unresolved matters to the Home Department.

Execution Oversight

  • Supervise on-ground installation and commissioning work.

  • Ensure systematic documentation and project progress tracking.

Compliance & Legal Adherence

  • Ensure adherence to:

    • Government of Sindh rules

    • SPPRA and PPRA procurement guidelines

    • Arbitration Act

    • Safe City Authority Act, 2019

    • Other applicable legal frameworks

Presentations & Briefings

  • Regularly deliver project briefings and reports to senior authorities.


Required Experience

Candidates must have a minimum of 5 years of experience in the following areas:

  • Public sector or project management roles

  • Implementation of security frameworks

  • Reviewing and executing security-related policies

  • Familiarity with Smart City/Safe City initiatives is essential

  • Preference will be given to those with experience in handling mega projects


Specialized Skills

  • Strong leadership and team management skills

  • Excellent negotiation and communication abilities

  • In-depth knowledge of government rules and procurement regulations (SPPRA/PPRA)
