1. Head of Strategic Planning and Policy Unit

Project Scale: PPS-11
No. of Positions: 01
Location: Islamabad
Age Limit: Maximum 62 years at the closing date of applications
Contract Duration: 3 years (extendable based on satisfactory performance)

Qualification & Experience:

  • Option 1: PhD in Economics or Public Policy from an HEC-recognized national or international university with 10 years of professional experience, including 3 years at a policy-making level in economic planning and development.

  • Option 2: Master’s in Economics or Public Policy from an HEC-recognized national or international university with 14 years of professional experience, including 3 years at a policy-making level in economic planning and development.

Job Description:
The Head of Strategic Planning and Policy Unit will lead the development of national strategic plans, ensuring alignment with national priorities and international best practices. This role involves conducting analytical studies, identifying gaps and opportunities, and creating evidence-based policy recommendations. The incumbent will collaborate with government agencies, private sector entities, academia, civil society, and think tanks to inform national development strategies.

Qualification & Experience:

  • Option 1: PhD in Economics, Public Policy, or Social Sciences from an HEC-recognized national or international university with 10 years of professional experience, including 3 years at a policy-making level in the field of social sector or economic planning and development.

  • Option 2: Master’s in Economics, Public Policy, or Social Sciences from an HEC-recognized national or international university with 14 years of professional experience, including 3 years at a policy-making level in social sector or economic planning and development.

Job Description:
This role provides strategic leadership for the implementation of the URAAN Pakistan initiative, particularly under the "5 Es" framework: Exports, E-Pakistan, Environment, Energy, and Equity. The incumbent will oversee sectoral plans, foster cross-sectoral collaboration, and perform foresight and horizon scanning to identify emerging trends and threats. A key responsibility is ensuring coordinated efforts across stakeholders including government institutions, private sector, civil society, and international partners.

  • Option 2: Master’s in Public Administration, Business Administration, Management, Finance, or a related field from an HEC-recognized national or international university with 14 years of professional experience, including 5 years in a similar leadership role within a large organization or project.

Job Description:
The Head of Support Unit will lead and manage all administrative, financial, procurement, analytical, and logistical operations of the National Economic Transformation Unit. This role requires excellence in managing multidisciplinary support services, collaborating effectively with technical and strategic teams, and ensuring operational efficiency in a high-performing environment.
