HIRING OF LEGAL CONSULTANT SERVICES

The Intellectual Property Organization of Pakistan (IPO-Pakistan), operating under the Ministry of Commerce, invites sealed proposals from reputable legal consultancy firms to provide specialized legal services in the following domains:

  • Genetic Resources and Associated Traditional Knowledge (GRATK)

  • World Intellectual Property Organization (WIPO) Treaties

  • Memorandums of Understanding (MoUs) with national and international organizations, government bodies, and industry stakeholders

IPO-Pakistan intends to engage a Legal Consultancy Firm on a contractual basis to support its legal operations with the specifications and eligibility criteria outlined below:

Position Details

1 Legal Consultant Services (i) The team leader must possess an LLM in Intellectual Property Law from a renowned international university.
(ii) Minimum five (5) years of relevant experience in IP Laws, Traditional Knowledge, and Cultural Heritage Laws.
(iii) The firm must demonstrate the capacity to provide comprehensive legal solutions related to international IP treaties, especially those concerning Genetic Resources and Associated Traditional Knowledge.
(iv) The firm must be registered with relevant regulatory bodies in Pakistan and comply with all applicable legal requirements.		 Six (06) Months

Terms & Conditions

  1. Contractual Nature: The appointment shall be purely contractual for a period of six (06) months.

  2. Submission Deadline: All proposals must be submitted in sealed envelopes within 15 days of the advertisement, no later than 11:00 AM.

  3. Bid Opening: Bids will be opened at 11:30 AM on the 15th day from the date of advertisement in the presence of applicants or their representatives at the address provided below.

  4. Late Submissions: Proposals received after the deadline shall not be entertained.

  5. Right to Cancel: IPO-Pakistan reserves the right to cancel the recruitment process at any stage, in accordance with applicable rules.

  6. Disqualification Clause: Any attempt to conceal information or exert influence on the hiring process, directly or indirectly, will result in disqualification. If any candidate is found ineligible at any stage, he/she will be disqualified.

  7. Evaluation Procedure: The selection will follow the Single Stage Two Envelope Procedure, in line with PPRA Rules. The envelope must be clearly labeled as:
    "PROPOSAL FOR LEGAL CONSULTANT SERVICES" in a clear and legible font.

  8. Shortlisting: Only eligible and shortlisted candidates will be called for interviews based on merit.

  9. No TA/DA: No Travel Allowance/Daily Allowance will be provided for appearing in the interview.

  10. Access to RFP & Job Description: Interested firms may collect the detailed Request for Proposal (RFP) and Job Description from the IPO-Pakistan office.
