REQUEST FOR EXPRESSION OF INTEREST (REOI)

HIRING OF INDIVIDUAL CONSULTANTS

The Punjab Urban Land Systems Enhancement (PULSE) project (IDA Credit No. 7041-PK), under the Project Implementation Unit (PIU), Punjab Land Records Authority (PLRA), Government of Punjab, has received financing from the World Bank. This financing will be used toward the Punjab Urban Land Systems Enhancement (PULSE) Project, and part of the proceeds will be applied to contracts for hiring individual consultants.

PIU-PULSE invites qualified and experienced individuals to express their interest in providing consultancy services in the following roles:

Details of Assignments and Eligibility Criteria

1. MIS/IT Specialist

  • Number of Posts: 1
  • Qualification:
    • Minimum 16 years of education in GIS, Computer Science, IT, or an equivalent discipline from an HEC-recognized university/institute.
  • Experience:
    • At least 10 years of post-qualification experience in the design and management of spatial databases, management systems, and spatial feature representation.
    • Minimum 3 years of experience in a similar capacity.
    • Experience with GIS-based applications will be considered an additional advantage.

2. IT Security Expert for Professional Support

  • Number of Posts: 1
  • Qualification:
    • Minimum 16 years of education in Computer Science, Information Systems, IT, or Computer Engineering from an HEC-recognized university/institute.
  • Experience:
    • At least 3 years of relevant experience in managing the security of large networks.
    • Relevant certifications such as CCNA/CCNP (Security) or equivalent training are required.

3. IT System Management Expert for Professional Support

  • Number of Posts: 1
  • Qualification:
    • Minimum 16 years of education in Computer Science, Information Systems, IT, or Computer Engineering from an HEC-recognized university/institute.
  • Experience:
    • At least 3 years of relevant experience in managing large system infrastructure.
    • Certifications such as MCSA/MCSE or equivalent training are required.

  • Selection Process: The selection will follow the Open Competitive Selection of Individual Consultants under the World Bank Procurement Regulations for IPF Borrowers (November 2020).
    • Interested consultants are reminded of the World Bank's policy on conflict of interest (Section III, paragraphs 3.14, 3.16, and 3.17 of the Procurement Regulations, revised November 2017 and August 2018).
