Assignment Title: Hiring of Financial Management Specialist

The Government of Pakistan has received financing from the World Bank toward the cost of the PHCIP and intends to apply part of the proceeds for consulting services. The Project aims to enhance access to quality health services and promote economic and social inclusion programs for poor and vulnerable households in selected districts of Punjab.
The Programme Monitoring & Implementation Unit (PMIU) - Punjab Education Sector Reform Programme (PESRP) now invites experienced candidates with the required qualifications and experience to express their interest in providing the services.
Position: Financial Management Specialist
CA/ACCA/CIMA or a Master’s degree in Finance, Accounting, or a relevant discipline (minimum sixteen years of education) from an HEC-recognized university/institute.
Minimum eight (08) years of experience in Financial Management after obtaining the required qualification.
Demonstrated experience in financial management within government, private, or non-profit sectors.
Expertise in financial operations, including proposing payment solutions for individuals and institutions under different programmatic components.
For qualified Chartered Accountants, a minimum of five (5) years of relevant experience is required.
Working knowledge of public sector accounting with an understanding of the Public Financial Management (PFM) cycle and regulatory mechanisms is preferred.
Experience in financial reporting based on International Public Sector Accounting Standards (IPSAS) is required.
Proficiency in accounting software or Enterprise Resource Planning (ERP) systems such as SAP, Oracle, or PeopleSoft.
Ability to collect and analyze field data and generate progress reports.
Excellent written and oral communication skills in English.
Strong proficiency in MS Office (Word, Excel, and PowerPoint).

The selection will be made following the Open Competitive Selection of Individual Consultants as per World Bank Procurement Regulations for IPF Borrowers (dated November 2020).
