The Government of the Islamic Republic of Pakistan has received a loan (No. 3837-PK) from the Asian Development Bank (ADB) for the Social Protection Development Project (Additional Financing). BISP intends to apply part of the proceeds of this loan to payments for Consulting Services for Hiring of Individual Consultants for "F&A" and "E, M&E & RM Wing of BISP.
BISP now seeks Expression of Interest (EOI) from qualified and experienced national individuals, duly authorized to work in the country. Interested individuals are required to demonstrate/provide CVs and requisite information to prove their qualification/eligibility to perform the assignment. The short-listing criteria against each are provided below:
Position 1: Financial Management Specialist (FMS) (01 Position)
- Qualification & Experience:
- ACA with a minimum of 5 years of experience, or CMA/ACCA/CA finalist or Master Degree in Finance or Equivalent Qualification from an HEC-recognized institution/university.
- Minimum 10 years of experience in Accounts/Financial Management. Articles with reputable Chartered Accountant firms shall be preferred.
- Must have hands-on experience in preparing Financial Statements of large/complex organizations on an Accrual basis, preferably using IPSAS.
- Preference will be given to candidates who have been working in public sector financial management in Pakistan, including in the context of social safety projects.
- Must be well-versed in the budgetary process in Pakistan.
- Experience in capacity building and training activities, and the implementation of development projects will be preferred.
- Excellent knowledge of relevant rules, international financial institutions, and donor agencies.
- Sound knowledge of ADB Financial Management Guidelines, Policy, and Regulations, as well as related instructions, procedures, and reporting requirements.
- Should have an in-depth understanding of the Financial Management Cycle.
- Proven ability to work in a collaborative, team environment.
- Excellent command of MS Office and Accounting Software/ERP.
- Familiarity with Government structures, operations, and rules/procedures.
Position 2: Research Methodology and Monitoring and Evaluation Expert (01 Position)
- Qualification & Experience:
- Ph.D. (or equivalent advanced university degree) in research and design, monitoring and evaluation, program development, or a related field.
- 10 years of relevant experience with demonstrated experience in research design, monitoring, and evaluation.
- Should preferably have published seven research papers as lead author in the last seven years on topics related to the social sector (preferably poverty, vulnerability, disability, migration, etc.) in national or international journals of repute.
- Knowledge of study designs, tools, and datasets.
- Experience in national representative surveys (e.g., HIES, PSLM, NNS, and PDHS).
- Proven ability to use at least one of the tools for qualitative or quantitative data analysis (e.g., Stata, SPSS, MATLAB, SAS, Minitab, XLSTAT, NVivo, etc.).
Position 3: Data Analytics Expert (01 Position)
- Qualification & Experience:
- At least a Master’s degree in Computer Sciences, Information Technology, Data Science, or a related field.
- At least 5 years of experience working as a Data Analyst or BI (Business Intelligence) Expert in large software projects or organizations.
- Proven experience in using data analytics tools (e.g., Tableau, Power BI, Qlik Sense, OBIEE, etc.) and using other qualitative and quantitative tools for data analysis (e.g., R, MATLAB, SAS, STATA).
- Experience in metadata management, data modeling, and related tools (e.g., Erwin or ER Studio).
- Knowledge and experience in software development environments and languages, relational databases, TOAD, SQL Server, Oracle, and SQL knowledge, as well as an understanding of database structure.
- Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.

An attention of interested individuals is drawn to paragraphs 1.19 to 1.21 of the ADB Procurement Regulations 2017 (as amended from time to time), setting forth the ADB's policy on conflict of interest. The individual consultants will be hired in accordance with ADB Procurement Policy, Goods, Works, Non-Consulting, and Consulting Services (2017, as amended from time to time).
