Background:

The Government of Pakistan has received financing from the World Bank towards the cost of the Pakistan Raises Revenue Program (PRRP). The Federal Board of Revenue (FBR) intends to apply a part of these proceeds to procure consulting services for its Track and Trace System (TTS) project, specifically for the Tobacco Sector.

Positions and Qualifications:

  1. Project Director TTS

    • Education:
      • BS (14 years) or Master's degree (16 years of education) in Project Management or a relevant field from HEC-recognized institutions.
    • Experience:
      • Minimum of 15 years of post-qualification experience in project monitoring and evaluation.
      • Experience as Project Director in large-scale public sector organizations for at least 5 years.
      • In-depth knowledge of track and trace technologies and regulatory frameworks.
      • PMP Certification (valid till 20-12-2024).
    • Skills:
      • Strong reporting, presentation, and interpersonal skills.
      • Fluency in English.
      • Experience managing IT/digital transformation projects and understanding of IT infrastructures related to TTS.
      • Knowledge of data security and privacy protocols.
    • Age Limit: Maximum of 60 years as of 30th June 2024.
  2. Project Manager TTS (Tobacco Sector)

    • Education:
      • BS/Master’s degree in Business Administration, Computer Science, Engineering, Economics, or relevant fields from HEC-recognized institutions.
    • Experience:
      • Minimum of 10 years of experience in project management.
      • At least 2 years as Project Manager, preferably in the tobacco sector.
      • Experience managing medium-scale public sector IT projects, including budget management and stakeholder coordination.
      • Knowledge of IT infrastructures for TTS.
    • Skills:
      • Strong organizational, analytical, and communication skills.
    • Age Limit: Maximum of 50 years as of 30th August 2024.

    A cover letter demonstrating relevant skills and experience in relation to the assignment.

    A detailed CV highlighting qualifications, experience in similar assignments, and references.

Selection Process:

Consultants will be selected in accordance with the Open Competitive Selection method for individual consultants set out in the World Bank's Procurement Regulations for IPF Borrowers (July 2016, revised November 2017 and August 2018). The procurement regulations regarding conflict of interest (Sections 3.14, 3.16, and 3.17) will apply.
