INVITATION FOR SUBMISSION OF EXPRESSION OF INTEREST (EOI) Loan 3845-PAK: Sindh Secondary Education Improvement Project (SSEIP)
Objective and Scope:
The Government of Sindh has received a loan from the Asian Development Bank (ADB) that aims to Increase inclusiveness of secondary education system in Sindh Province by construction of new secondary school blocks, Improving teaching and learning capacity, and to bring reform in secondary education examination system. Applications are invited for the following positions purely on contractual basis in the Project Implementation Unit (PIU) for Sindh Secondary Education Improvement Project (SSEIP), under School Education & Literacy Department (SELD). The part of the loan will be used for the following Individual Consultancy Services:

Qualification and Experience
The Assistant Engineer will work on SSEIP and SSEIP Additional financing under the guidance of the Project / Civil Engineer or the assigned staff in implementing all engineering related aspects of the sub-projects.
CS 18 & CS 19 Assistant Engineer (02 Positions) (National, 24 Person-Months Full Time)
Qualification and Experience: The candidate should have at least a bachelor's degree civil engineering from HEC recognized institute, and registration with Pakistan Engineering Council, having at least 08-10 years' experience in civil engineering in building construction preferably school construction projects using both conventional as well as light gauge structures with knowledge of systems and construction techniques tailored for both technologies. Candidate should have professional expertise in MS Office, MS project and preferably Primevera, having excellent communication and analytical skills. Candidate should be available to visit project sites on regular basis and will work on SSEIP and SSEIP Additional financing under the guidance of the Project Director (PD) or the assigned staff. CS 20 & CS 21 Sub-Engineer (02 Positions) (National, 24 Person-Months Full Time)
Qualification and Experience: The consultant should have at least a Diploma in civil engineering, with 08-10 years of experience in civil engineering preferably in school construction project for both conventional as well as light gauge structure
building construction modes, with knowledge of systems and construction techniques tailored for both technologies. Candidate should have professionall expertise in MS Office, MS project and related applications, having excellent communication and analytical skills. Candidate should have strong problem solving and communication skills. Candidate should be available to visit project sites on regular basis and will work on SSEIP and SSEIP Additional financing under the guidance of the Project

Scope of Work: The Quantity Surveyor will review engineering drawings and prepare detailed cost estimates for building works preferably school construction projects utilizing light gauge/conventional structures mode, including material, costs, labor, equipment, and contingencies.
Qualification and Experience;
CS-22 Quantity Surveyor (National, 24 Person-Months Full Time)
The candidate should have at least Diploma in civil engineering, with at least 08-10 years of experience, preferably building construction in both conventional as well as Light Gauge Structures. Proficiency in relevant software Lools for quantity surveying and cost management, with excellent communication and IT skills. Consultant should be available to visit project sites on regular basis and will work SSEIP and SSEIP Additional financing under the guidance of the

Scope of Work:
The Procurement Associate Surveyor will assist in preparation and maintenance of a procurement checklist for effective procurement procedures and follow-up all kinds of procurement activities and maintain & update contract rosters on regular basis.
CS-23. CS-24, CS-25 Procurement Associate (03 Positions) (National, 24 Person-Months Full Time)
Qualification and Experience: The consultant should have at least a bachelor's degree in civil engineering from HEC recognized institute, with
professional training and/or certificate courses in procurement. Candidate must possess a strong command on Advanced MS Office and Advanced MS Excel with expertise of working on complex and voluminous quantum of data. Minimum 01-02 years experience in the field of procurement & IT. The consultant will work on SSEIP and SSEIP

The Project Implementation Unit (PIU-SSEIP), School Education and Literacy Department (SELD), Government of Sindh, is the Implementation Agency (IA) responsible for overall implementation of the Project.
PIU-SEEIP is now seeking Expressions of Interest (EOIs) from suitable individuals to carry out the above consultancy services. ADB's Procurement Regulations for ADB Borrowers: Goods, Works, Non-consulting and Consulting Services (2017, as amended from time to time) shall be used in the recruitment process through Individual consultant selection.
