Capital Development Authority (CDA) Career Opportunities

The Capital Development Authority (CDA) invites online applications from eligible candidates for the following positions, to be filled on a contract basis for a period of two (02) years. Suitable candidates possessing the required qualifications, experience, and within the prescribed age limits are encouraged to apply.

Minimum Qualifications & Experience:

Director General (Information Technology)

Minimum Qualification:

Master's degree (15 years) in Computer Science/Information Technology/Software Engineering/Management Information Systems or equivalent from an HEC recognized institution.

Higher Qualification (MS/M.Phil/PhD) in IT/CS or relevant discipline will be preferred.

Experience:

Minimum 17 years of experience, including at least 5 years in senior leadership roles.

Proven experience in IT operations, digital transformation, system development, and project management in reputable public or private sector organizations.

A demonstrated track record in e-Governance, automation, digitization, and large-scale IT project execution.

Strong knowledge of government processes, IT infrastructure, emerging technologies, and data analytics.

Extensive experience in government procurement, PPRA rules compliance, budgeting, cost estimation, and financial planning for IT projects.

Age Limit:

45+5 (50 years).


Director (Information Technology)

Minimum Qualification:

Higher Qualification (MS/M.Phil/PhD) in IT/CS or relevant discipline will be preferred.

Experience:

Minimum 12 years of experience, including at least 5 years in senior leadership roles.

Proven experience in IT operations, digital transformation, system development, and project management in reputable public or private sector organizations.

A demonstrated track record in e-Governance, automation, digitization, and large-scale IT project execution.

Strong knowledge of government processes, IT infrastructure, emerging technologies, and data analytics.

Extensive experience in government procurement, PPRA rules compliance, budgeting, cost estimation, and financial planning for IT projects.

Age Limit:

40+5 (45 years).


Key Responsibilities:

Develop and Implement IT Strategy:

Lead the development and execution of CDA's digitization roadmap and the transition to a paperless environment.

IT Infrastructure Management:

Lead the design, deployment, and management of secure IT infrastructure, networks, and data centers.

Compliance and Cybersecurity:

Ensure compliance with Government of Pakistan's IT policies, cyber laws, and digital governance frameworks.

Oversee cybersecurity, data protection, and disaster recovery strategies.

Development of Digital Solutions:

Oversee the development of mobile applications and citizen-centric digital platforms.

Stakeholder Engagement & Vendor Management:

Demonstrated expertise in stakeholder engagement, vendor coordination, and public sector regulatory compliance.

Lead procurement and vendor management activities in alignment with PPRA rules and budgeting requirements.

Project Delivery:

Ensure timely delivery of customized software solutions by directing and monitoring in-house development teams.

Innovation and Efficiency:

Promote a culture of innovation, automation, and operational efficiency within the IT department.

Coordination with IT Bodies:

Ensure effective coordination with federal/provincial IT bodies, regulators, and partner agencies.

Enhancement of Existing IT Initiatives:

Drive enhancements to ongoing initiatives like EFOAS, Land Record, and One Window Initiatives.
