The Government of Pakistan has received financing from the World Bank towards the cost of the Pakistan Raises Revenue Program (PRRP). A portion of these funds will be allocated for procuring the services of individual consultants.
FBR is currently inviting eligible individuals to express their interest in providing consultancy services for the following position:
Title/Position: Data Scientist
Qualifications:
Master's/Bachelor’s degree (at least sixteen years of education) in Data Sciences, Data Analytics, or an equivalent field from an HEC-recognized university.
Experience:
Minimum of four (04) years of post-qualification experience in data analytics and machine learning.
Experience with computer-assisted language learning tools.
Proficiency in Python, XGBoost, Decision Trees, SHAP, or other advanced tools for data analytics.
Preference: Knowledge of Pakistan's taxation laws and key tax administration issues will be an added advantage.
Interested individual consultants must provide the following documents:
a. Letter of Expression of Interest: Demonstrating ability, skills, and experience to undertake the assignment and deliver required inputs/outputs as per the Terms of Reference (TOR).
b. Curriculum Vitae (CV): A detailed, dated, and signed CV highlighting qualifications, experience in similar assignments, and references for background verification.
Applicants' attention is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised November 2017 and August 2018), outlining the policy on conflict of interest.
Relevant Qualifications: Candidates should possess qualifications related to dispute resolution in areas such as construction or engineering services.
Arbitration Experience: Proven experience as an arbitrator, including the ability to draft clear and comprehensive arbitral awards.
Track Record: A demonstrated history of successfully managing arbitration cases.
Reputation: Established credibility for fairness and objectivity within the arbitration community.
Analytical Skills: Strong analytical and decision-making abilities to handle complex legal and technical issues efficiently.
Communication Skills: Excellent interpersonal and communication skills to effectively manage arbitration proceedings.
Memberships: Preferably affiliated with recognized arbitration organizations such as the Chartered Institute of Arbitrators (CIArb).
