CONSULTANT REQUIRED

DEVELOPING RESILIENT ENVIRONMENT AND ADVANCING MUNICIPAL SERVICES – I (DREAMS-1)

The Government of Punjab has received a loan from the Asian Development Bank (ADB) to implement the Developing Resilient Environment and Advancing Municipal Services – I (DREAMS-1) project. The Local Government and Community Development Department (LG&CDD), Punjab, will serve as the Executing Agency (EA), while WASA Rawalpindi and Bahawalpur Waste Management Company (BWMC) will act as the Implementing Agencies (IAs).

The Program Coordination Unit (PCU), on behalf of LG&CDD, will provide overall guidance and oversight for the implementation and performance monitoring of the project.

Individual Consultants Required

To ensure the effective and efficient implementation of the DREAMS-1 project, applications are invited for the following individual consultancy positions:

a) Renewable Energy Specialist (Solarization)

Location: CIT Rawalpindi

Responsibilities: Lead the solarization initiatives under the project, assess renewable energy needs, propose appropriate technologies, and ensure compliance with ADB and national energy standards.

b) Wastewater Treatment Plant Specialist

Location: PCU Lahore

Responsibilities: Provide expertise on the design, implementation, and operational optimization of wastewater treatment systems. Ensure compliance with environmental and public health standards.

c) Water Supply and Sanitation Expert

Location: PCU Lahore

Responsibilities: Evaluate and enhance municipal water supply and sanitation systems, develop technical specifications, and support capacity-building activities in line with project objectives.

Instructions for Submission of Expression of Interest (EOI)

The consultants will be recruited in accordance with ADB’s Guidelines on the Use of Consultants by ADB and its Borrowers (2013, as amended from time to time).

Interested individuals must submit their Expression of Interest (EOI) online through ADB’s Consultant Management System (CMS).

The EOI must be completed using the online template available on CMS and submitted no later than 15 September 2025.
