HIRING OF CONSULTANT/ARCHITECT SERVICES

The Cantonment Board Nowshera invites bids from well-reputed consultant/architect firms registered with PCATP and PEC for a stand-by consultancy contract. The initial period is one year, extendable for another year if required, for the planning, designing, and revamping/rehabilitation of its Cantonment Fund properties.

Procedure:
The bids will follow a Single Stage Two Envelopes process as per Rule 36(b) of PPRA Rules, 2004. Each proposal should be clearly labeled as:

  • Technical Proposal
  • Financial Proposal

Bid Validity Period: 90 working days after bid submission and opening.

A. SCOPE OF WORKS

  1. Planning, designing, and revamping/rehabilitation of Cantonment Fund buildings.
  2. Preparation of BOQs (Bills of Quantities) as per prevailing MES Schedule of Rates.
  3. Interior designing of Cantonment Fund properties.
  4. Hard and soft landscaping services.

B. EVALUATION CRITERION

  • The Technical Proposals will be evaluated first based on criteria specified in the bid documents.
  • Financial Proposals will remain sealed until technical evaluations are complete.

C. FINANCIAL EVALUATION

Only firms that qualify technically will proceed to the financial evaluation phase. The financial proposals will be opened in the presence of authorized representatives on a specified date and time.

D. SUBMISSION OF BIDS

Key Details:

  1. Closing Date:

    • Bids must reach the office by 18.12.2024 at 11:30 AM.
    • Technical bids will be opened the same day at 12:30 PM, with financial bids retained sealed.
    • Late submissions will not be considered.

  2. Conditions for Submission:

    • Conditional or telegraphically dispatched bids will not be accepted.
    • Tender documents can be obtained from the Cantonment Board Nowshera office during working hours upon payment of Rs. 1,000/- (non-refundable).

  3. Earnest Money:

    • Rs. 100,000/- in the form of a Pay Order or Bid Bond, in favor of the Executive Officer, Cantonment Board Nowshera, must be attached with the technical bid.

  4. Financial Proposal Requirements:

    • Financial proposals should be free of cuts, erasures, or overwriting.

  5. Eligibility:

    • Bidders blacklisted by any government department are not eligible.
