Request for Expression of Interest

Hiring of Auditors

The Federal Board of Revenue (FBR) is actively expanding its capacity to ensure greater compliance and enforcement due to significant financial activity observed over the past year. Transactions worth trillions of rupees in the purchase and sale of properties, motor vehicles, and banking operations highlight the urgent need for specialized auditing services.

Currently, FBR employs a cadre of 500 auditors, but the sheer scale of audits now required necessitates a major reinforcement. In response, FBR invites Expressions of Interest (EOI) from experienced and reputable Payroll Firms capable of employing and providing 4,000 professional auditors. These auditors will focus on conducting a comprehensive audit of the top 5% of wealthiest individuals in the country, following a systematic approach:

  1. Comprehensive Audit Techniques:
    • 100% Computerized Audits using risk management models based on national integrated data.
    • 70% Desk Audits (compared to 5% last year) for low to medium-risk taxpayers, incorporating third-party data verification.
    • 40% Full Audits (compared to 1% last year) for high-risk cases.

The contract will initially extend for one year, with the possibility of further engagement for firms demonstrating excellence in their work.

Submission Requirements:
Interested firms must submit their proposals in sealed envelopes to the undersigned within 15 days from the publication date of this request. Late submissions will not be considered. The FBR reserves the right to accept or reject any proposal at its discretion without providing any reason.
