The Government of Pakistan has received financing from the World Bank towards the cost of the Khyber Pakhtunkhwa Human Capital Investment Project (KP-HCIP) to finance the availability, utilization, and quality of primary healthcare services and elementary education services in the selected districts of Khyber Pakhtunkhwa.

To support implementation of the project, Elementary & Secondary Education Department intends to hire the services of Individual Consultants for the Project Management Unit (PMU). The Qualification & Experience of the Consultants are:

1 Social Development Specialist
  1. Master's Degree or equivalent in Social Sciences/ development studies or other related fields,e.g., An thropology Sociology, Economics Development or Human Geography, or related field.
  2. At least07 years of experience after acquiring the required qualification in community engagement, planning, implementation and management of resettlement activities, and complaints resolution / grievance redress management. Experience in the preparation of, or assisting in the preparation of, at least 3 resettlement plans for infrastructure projects.
2 Environment Specialist
  1. Master's degree in environmental sciences or another relevant degree.
  2. At least 7 years of relevant experience after acquiring the required qualification in managing or assisting in the management of environmental safeguards.
3 Gender Specialist
  1. Master's Degree in Gender Studies, International Development, Social Sciences, and other related disciplines (sixteen years of education) from a recognized university. Higher qualifications in the relevant field will be accorded due weightings.
  2. At least 07 years of experience; after acquiring the stipulated qualification, in different gender aspects (gender mainstream in, gender equality, gender based violence etc.) on similar responsible positions in the development sector preferably in multi - sectoral community based projects/programs.

The Elementary & Secondary Education Department invites qualified individual consultants to express their interest in providing the aforementioned services. Interested individual consultants must provide:

A letter of Expression of Interest, providing information demonstrating ability, skills and experience to undertake advertised assignment and deliver inputs/ outputs required under the TOR. A detailed, dated and signed Curriculum Vitae highlighting qualifications and experience in carrying out similar assignments, as well as references for possible checks.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IFF Borrowers" July 2016 (revised November 2017, August 2018 and November 2020) ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest.

Consultants will be selected in accordance with the procedures set out in the Paragraphs 7.36 & 7.37 of "World Bank: Procurement Regulations for Investment Project Financing Goods, Works, Non-Consulting and Consulting Services" (July 2016) revised November 2017 & August 2018.
