The Government of Balochistan (GoB) has received financing from the International Bank for Reconstruction and Development (IBRD) / International Development Association (IDA) collectively known as the "World Bank" and Multi Donors Trust Fund for implementation of the Balochistan Livelihood and Entrepreneurship Project (BLEP) —(P159292), to create employment opportunities for rural communities and achieve sustainability of enterprises in Selected Districts of Balochistan. "Selected Districts" means the Districts of Killa Abdullah, Killa Saifullah, Chagai, Nushki, Zhob, Sherani, Pishin and Mastung and/or any other refugee hosting districts agreed from time to time among the Recipient, the Project Implementing Entity and the Association. It intends to apply part of the proceeds of this loan & grant to payments for following "Individual Consultant's Services" to be engaged under this project.

Balochistan Livelihood and Entrepreneurship Project (BLEP) now invites eligible individuals to indicate their interest in providing the services. Interested candidates must provide detailed CVs indicating that they are qualified to perform the services. 1 Business /Enterprise Development Specialist. (Two positions) Qualification:
  • A bachelor / Master's degree (minimum sixteen years of education) in the fields of Agriculture Economics, Business Administration, Entrepreneurship, Enterprise Development or other related field, plus Experience In a mix of economic growth/trade, value chain competitiveness, investment promotion, or agriculture development.
Experience:
  • At least 8 years of experience related to Business Enterprise Development with the public / private projects/Organization
  • Experience of working with donor-funded projects as key expert and/or project's counterpart in a relevant field Is considered a plus.
  • IT, Computer and report writing skills are also desired and prior work experience with World Bank or other donors Is an added advantage
  • Written and oral fluency in English is required and knowledge of other local languages is an added advantage.
2 Environmental and Social Safeguard Expert (One position) Qualification:
  • A bachelor / Masters degree (minimum sixteen years of education) in Environmental Sciences or related field.
Experience:
  • At least 8 years of relevant work experience in dealing with Environmental management with social impacts and Implementation in development projects;
  • Familiarity with international environmental and social safeguards standards;
  • Experience of working with donor-funded projects as key expert and/or project's counterpart in a relevant field will be and added advantage;
  • IT, Computer and report writing skills are also desired and prior work experience with World Bank or other donors is an added advantage;
  • Written and oral fluency in English is required and knowledge of other local languages is an added advantage.
3 Monitoring and Evaluation Specialist (One position) Qualification:
  • A bachelor / Master's degree (minimum sixteen years of education) in Statistics, Economics, Finance, Social Sciences, or any other related field.
Experience:
  • At least 8 years of experience related to Monitoring and Evaluation with the public / private projects/Organization
  • Experience of working with donor-funded projects as key expert and/or project's counterpart in a relevant field is considered a plus.
  • IT, Computer and report writing skills are also desired and prior work experience with World Bank or other donors is an added advantage
  • Strong organizational, writing, research, quantitative, and interpersonal skills.
  • Written and oral fluency in English is required and knowledge of other local languages is an added advantage.
4 Management Information System (MIS) Expert (One position) Qualification:
  • A bachelor /master's degree (16 years of education) in Computer Sciences / MIS/ IT and related field. MIS and other IT related qualification/certifications will be accorded due weightage
Experience:
  • At least 8 years' experience in MIS/ IT field, after acquiring stipulated qualification, at the national level or with the International Organizations / Donor projects.
  • Should have strong communication and problem-solving skills.
  • Excellent technical and conceptual knowledge about MIS.
  • Written and oral fluency in English is required and knowledge of other local languages is an added advantage.
5. Senior Value Chain Expert (One position) Qualification:
  • A bachelor / Master's degree (16 years of education) In Agricultural Economics, or Agricultural Marketing, or Business Administration, or Agribusiness Development, or Economics, or Marketing or Equivalent.
Experience:
  • At least 8 years of experience with the public / private projects/Organization in agribusiness promotion, Value Chain Development and private sector strengthening with demonstrable evidence of the results achieved.
  • Experience of working with donor-funded projects as key expert and/or project's counterpart in a relevant field is considered a plus.
  • IT, Computer and report writing skills are also desired and prior work experience with World Bank or other donors is an added advantage
  • Written and oral fluency in English is required and knowledge of other local languages is an added advantage.
6 Technical Expert Agriculture (One position) Qualification:
  • A bachelor / Master's degree (16 years of education) In agriculture, horticulture, agribusiness, agricultural economics, nutrition, international development, rural finance, or a related field.
Experience:
  • At least 8 years of experience with the public / private projects/Organization in horticulture agribusiness promotion, Value Chain Development and private sector strengthening with demonstrable evidence of the results achieved.
  • Demonstrated experience in capacity building at the community level.
  • Experience of working with donor-funded projects as key expert and/or project's counterpart in a relevant field is considered a plus.
  • IT, Computer and report writing skills are also desired and prior work experience with World Bank or other donors is an added advantage
  • Written and oral fluency in English is required and knowledge of other local languages is an added advantage.
7 Technical Expert Livestock (One position) Qualification:
  • A bachelor / Master's degree (16 years of education) or equivalent, in Veterinary Sciences or Animal Husbandry or a related field.
Experience:
  • Minimum 8 years' experience in the relevant discipline with the public / private projects/Organization with demonstrable evidence of the results achieved.
  • Experience of working with donor-funded projects as key expert and/or project's counterpart in a relevant field is considered a plus.
  • IT, Computer and report writing skills are also desired and prior work experience with World Bank or other donors is an added advantage
  • Written and oral fluency in English is required and knowledge of other local languages Is an added advantage.
